Keeps a band of the child in focus and blurs everything beyond it, like a tilt-shift lens.

Import effects from shaders/std and use effects.blurs.tiltShift.

The band runs through center (a position in uv) at angle (degrees, 0 is horizontal) and is width wide (0–1, in uv). Beyond it the blur ramps to full strength over falloff (0–1). intensity (0–100) is the blur at the far edges. Pixels inside the band stay pixel-sharp.
